2000 Acura RL Radiator Fan not working

TYVM for your time....my radiator fan isnt working. That would be the fan closest to the passanger side. The smaller fan seems to work just fine. Even when the AC is on it doesnt come on. I tried tapping the relay to see if it would come on, but to no success. Car overheats when I come to a stop, but when I start moving the temperature gauge starts to drop. Also when it overheats, its seems to not want to get in gear to drive off. Any suggestions??? Again thanks for your time!
