1998 Acura RL Overheating issue

I bought this Acura 98 RL as is with the overheating issue and it looks like I'm stuck with it. My repair man changed the head gasket, radiator and the car is stil overheating. He decided to keep the fans working as long as the engine is turning. Still not working. I decided from that to buy another engine. He replaced the engine in the car and after a test drive for about 8 miles, the car overheated again. I found out that the water was too hot. The extension cord from the radiator to the engine is too hot. When I put the heat on, the overheat went down but the engine light on the board lights up. I'm so disappointed and need help. He doesn't know what to do either and the car is just there. Please help

Wow. ok Different engine, what is different about the engine? is it new, used, rebuilt? The thermostat is new? you have verified that the water is hot in the radiator? has a pressure test of the cooling system been done?
