WHEN USING THE HEADLIGHT AND I TURN ON THE WIPERS THE SECURITY HORN GOES OFF AND WON'T STOP SOUNDING TILL I TURN THE LIGHTS OFF AND TURN THE WIPERS OFF. THE INTERMITENT PART OF THE SWITCH DOES NOT WORK BUT I HAVE LOW/HIGH WIPER SPEED.

from the symptoms described, I would suspect a faulty multi-function (wiper) switch.
