Once the car has warmed up to operating temperature, it runs fine with no surging.
I was trying to troubleshoot this problem, and this is what I did. While the engine was surging, I disconnected the electrical connector from the throttle position sensor. The car then idled normally with no surging. I did this test 3 different times and had the same result. Whenever the car is cold and begins surging, I disconnect the throttle position sensor electrical plug and it runs fine.
Does this mean I have a bad throttle position sensor? By the way, the service engine soon light has not illuminated indicating a problem. And yes, the check engine light does work.
