taking apart the front of my engine to get to the waterpump where the timing belt is the plastig covers has a big pulley in the way and how do i get that pulley off do i need a special tool if i do what is it called i try to looseing it and the pulley spins when i am looseing

That is the crankshaft pulley and you need a special tool to hold the pulley while removing the bolt, unless you have a high torque impact wrench to release it.
