1991 Acura Legend Starting Car Trouble

When I go to start my car many tiimes, especially in the morning or after a weekend of non-use, I turn the key and it just clicks. No turning. Try again and again and nothing. I take out key, let all check engine lights do their thing. Until finally is will start. Somtimes the clicks will flutter with no start. Many times it will start but it sounds like something is draging or lazy to start. Sometimes it will start for a second and turn off. Then I have to wait a bit to get it to go.

I checked the battery... it's good, got it charged too.
A mechanic I know checked the starter and said it is good. He also said that it could be the electrical part of the ignition switch. I am not too sure it's that.

What do you think it could be?

Check and test the starter relay and ignition switch
