1991 Acura Legend i think i need a new twc

i think i need a new twc when i go to start my car the starter works for shure but it never starts up it only spits and sputters and it is almost allways when its cold out i also noticed at the take off from park or a stop light it seems hesitant other than that my legend runs like a beast it is very surprising

Disconnect the exhaust pipe on the exhaust manifold hang it to the side and test drive and see what happens
