1994 Acura Integra Engine stall and distributor rotor does

My car stall when driving. After series of diagnostics, I have reached the step to look at the distributor because of no sparks in spark plug. After removing the distributor cap, I crank the engine. The distributor rotor does not move. Do you think it is timing belt problem? BTW, the water pump belt runs. Thanks.

Could be the distributor drive gear sheared off or the timing belt got loose or broken
