I have replaced the electric fan relay, cooling fan switch,temperature switch,and thermostat. the problem is the electric fans still wont kick on.

have you tested the fans themselves to ensure they are good?

yes jumped one to battery an it works

also top radiator hose is hot but bottom hose that goes to the stat is not even warm

as far as the radiator hoses, that is how its supposed to be...warm coolant comes into the radiator, cools off, then goes back out the other hose, so one will be hot and the other cool.
for the fans, if the fan motors, temperature switch, radiator and condenser fan relays and the oil temperature switch are all tested OK, i would suspect a faulty fan control module.
