1991 Acura Integra shaking in the steering wheel.

Sometimes, when I am driving at about 30 to 45 miles per hour, the steering wheel starts shaking.
It will happen while turning or going straight. Then when you get to a constant speed it usually stops.
Is this a CV joint problem, or somthing to do with the tires?

It could be either.

Other possibilities are loose steering linkages, suspension arms and worn bushes.
