1991 Acura Integra engine surge

Engine Performance problem
1991 Acura Integra 4 cyl Two Wheel Drive Automatic 300. miles

My 1991 acura integra ls rpms go up and down quickly when in park and in drive. I have R & R the fuel air valve and cleaned it with brake fluid but it still doe's it, Could this be a sensor or a relay of some sort or even the fuel regulator ? Please help me with this , thank you

Inspect and test the electronic air control valve and test the throttle position sensor also look for vacuum leaks
