1990 Acura Integra won't pass emissions test

Got it diagnosed today, guy said I needed an O2 sensor replace, and new catalytic converter. I got them both today, got it tested, and still didn't pass. What could be the problem? I bet it has something to do with the fuel.

This maybe a bit late but reset your computer. It is surprising what a computer may or may not do even if there are no engine codes.
