My integra was working fine, then one day the a/c was not blowing cold. In doing some self diagnostic checks ( PER MANUAL) I checked both fans individually and the thermo sensor, all checked out. I've inspected all hoses and connections. The cooling fans are supposed to come on 2 times prior to normal operating temperature or when the a/c is on, right? But do not. Yet the car has not overheated. Would being low with refridgrent cause the compressor not to come on? Or the fans to come on? I give up.

Yes if the system is low on gas, there is a low pressure cycling switch to stop the compressor to prevent damage, yopu need to hook up a manifold gauge set, and get the high and low side reading, The compressor will start when you have 40-50 psi in the system, with the compressor not running, when enough R-134a is added, the compressor will start. Once the compressor starts, the condenser fan should kick on too.
