2003 Acura CL Front end vibration in and around 70-80

I get this vibration as noted 70-80 and it increases as I start to slow down. It feels like the front wheels are bouncing uncontrollably, up and down alternating sides.

I have replaced tires and wheels, aligned and front struts and the problem is still there. I asked the suspension mechanic if it could be the CCV joints. He said they look fine.

Were the struts check or replaced? as this is sounding like a strut problem from what you are saying.
