2001 Acura CL Turning Signals

Recently (and intermittently) my turning signals are slowing down, speeding up and then stopping altogether. This occurs with both left and right. It has happened when it's warm and cold, when I'm hitting the break or not. I've checked all bulbs and they are lighting. Any ideas?

check or replace .... Turn Signal/Hazard Relay.......In driver's underdash fuse/relay box. See Fig. 3 .
