1998 Acura CL Heat Gauge Problem

I have a problem with my heat gauge sensor for my engine. As I start my car, cold engine, the gauge goes through the roof. My cooling fan works fine as it is suppose to. I already changed both sensors but I still have the problem. What else can it be?

you might not have enough coolant in your engine or you might have air pockets.how long does it take to overheat after starting the engine?how long after starting does the cooling fan start?
any coolant leaks?
