1998 Acura CL Hard start in wet weather

Randomly my car starts hard when there has been a heavy rain (very damp day). The engine turns over fine but the engine does not fire. After a while of cranking, the engine will randomly try to fire (chug) then it will start and run fine? I have replaced the wires,plugs,cap & rotor and fuel filter. I didn't buy the most expensive wire set....should I buy better wires?

inspect fuel injetor pressure regulator, or choke pulloff, or fuel injetor cold start valve, or relay fuel pumpat, for a faulty fuel pump relay
