1997 Acura CL belt whining noise inside timing cover

The car has a constant whining noise while idling and running. The noise seems to be coming from the front timing cover. The entire engine has been rebuilt and dissasembled several times with replacement of all the timing parts each time, also on the last job the
balance shaft gear cover, water pump and oil pump were changed. Any of you expert honda mechanics have any ideas

Whining noise from the timing belt area can be due to the following :

1. Timing belt adjustment. Adjustment should be made using the spring tension of the adjuster bearing.

2. Timing belt and balancer bearings.

3. Compressor or its clutch bearing?

4. Alternator bearings.

5. Power steering pump.

Is the noise present when the drive belts are removed?
