I installed a new actuator on Monday and everything was fine, but on Wednesday morning car would not start because actuator would not stop. Why is it running when car is off?

Cold be a cheap actuator and failed. Try pulling HVAC fuse inside car for sixty seconds with key on see if it resets that may take care of it. If not then have scanned for codes by a mechanic may be something else.

It is not the actuator after all. I disconnected it and when tried the key. Nothing happens. When you take the key out it was making the same noise. Sounded like things were trying to run. I went to a mechanic shop to see if he had any ideas and he thought maybe the battery was low so I am trying to charge the battery.

After the battery is charged have it tested including load test most places do for free.
