Acceleration issues, RPMs will not go past 3,000?

At faster rates of speed there will be times where the car won't continue to accelerate or becomes sluggish in accelerating and makes a whining noise like it's trying to, but RPMs won't go over 3,000.

Around 3,000 RPMs it whines like it wants to shift but it won't, it doesn't happen all the time, but it has a couple of times.
