A/C system whistle?

When operating the vehicle at highway speeds, I have an annoying whistle while the recirc button is active. When I turn recirculate off, the whistle goes away. Am I looking at pulling the dash to replace the actuator, or is there something simpler that I can try?

A whistling noise can be tough, it can be caused by a piece of insulation that is now missing, I would try the blend door actuator which will be the easiest fix, here is the location so you can check it out or replace the actuator. And this would be accessed from behind the glove box, correct?
