A/C system whistle?

When operating the vehicle at highway speeds, I have an annoying whistle while the recirc button is active. When I turn recirculate off, the whistle goes away. Am I looking at pulling the dash to replace the actuator, or is there something simpler that I can try?

A whistling noise can be tough, it can be caused by a piece of insulation that is now missing, I would try the blend door actuator which will be the easiest fix, here is the location so you can check it out or replace the actuator.
