A/C compressor keeps engaging and disengaging then will stay disengaged?

I checked the pressures, and the low side was high and the high side barely was reading. Is it that actual compressor or something else?

If the low side is high and the high side is low, it could be the compressor or a blockage. What were the readings you got?
