A/C not cooling after stopping for gas but Ice cold a couple of hours later

Hi,
when I start the car after it has been off off for a few hours the air is ice cold doesn't mater if I drive ten minutes or a half hour air stays cold. When I stop for gas or to run I a store for a few minutes when I restart the car the air is lukewarm. Until the next time the car has rested.
