A/C Low?

Super cold while driving, while idling cool, A/C fan on, compressor on.

When you are stopped, the airflow through the AC condenser stops, and air to cool the condenser is supplied by the fan. The condenser is in front of the radiator and looks similar to the radiator.

Could it be low? Yes, it could, but chances are it is functioning as designed. The condenser removes heat from the refrigerant, allowing the cooling process to continue. It turns the refrigerant from a gas back to a liquid. Without good airflow, the system simply doesn't work as well.
