I pulled out the controller and have 4.9 on the request, but upon cycling the switch, the charge will deplete and show 4.9 on or off. controller?

Good morning,
The controller will send a signal no matter what the charge. The other side of the switch goes to the ECM for grounding of the sensor. When the ECM sees a signal from the high and low pressure sensors, it will ground the relay and the compressor will come on.
Check for power on the other side of the high pressure sensor with it connected.
