Ac fan turn off when radiator fan change to high

is this normal or ac fan should change to high to? car runs ok until stock in traffic jam , ac interior goes hot and temperature rises .

Is it the radiator fan that turns off or the blower motor in the vehicle? Is the engine overheating or getting really hot?
