A/C not cooling issue

I just got a new compressor put on my car and the A/C is not properly cooling the car. Also if I press on the break hard it's like phase in the A/C for a second and then it kicks back on. I also had the mechanic to change my cabin filter and now anytime I turn the A/C pass the 3rd notch I hear an leaf blower/lawn mower noise.

As far as the A/C not working properly, can you describe what it's doing?

As far as the cabin air filter, it sounds like something was not installed properly or the cover was left loose and is vibrating. There are three plastic retaining tabs that hold the cover on. Everything is located right behind the glove box, so fully open the glove box, check if the cover is loose. If it isn't, remove the cover and confirm the new filter wasn't damaged or incorrectly installed.
