A/C Control panel intermittent, is there a way to troubleshoot the power supplies on the control board?

When working all functions seem to work normally. Turning fan control from off, if mode LED illuminates, system works, air controls direct air properly heat/cold respond. When LEDs do not illuminate, fan speed functions but no other functions work. Is there a way to troubleshoot the power supplies on the control board?

It sounds like you have an HVAC control panel that is going out, but to be sure here is a guide to help you check for power and ground with the HVAC wiring diagrams so you can see which wires to test in the images below. I have also included how to replace the control panel as well.
