ac condenser fan doesn't come on

My ac condenser fan does not work. I have 12 volts at the fan connector. I tried running battery voltage to the fan. But it didn't turn on.

Am I safe to assume I need a fan motor? Or are these things controlled on the ground side? I have the schematic and it looks like this is the case however it is way too complex for me to follow. Thank you for your help.

Yes, it is a very complicated circuit. The grounds side goes through 2 different relays and a control modules and testing it will be real difficult.
