AC Compressor is not coming on

All fuses are good, relay is good and switches on when unit is turned on. It is full of refrigerant still not working.

Do you mean the compressor clutch comes on when commanded on?

If it does, what are the high and low side pressures?

What work was done on the system?

I attached a diagram for you to make sure you have power to the compressor.
