If the freon was lost, that is what the low pressure is for. It will prevent the compressor from engaging. Also, try switching the compressor relay with a different one in the box having the same part number and see if that makes a difference.

That is a good question. Something had to be sending a signal. Is there any evidence of wiring damage?
