ac compressor and fans do not come on when you turn on the ac. Freon is at 80psi on the low side.

There is a pressure switch on one of the a/c hoses that cans cause the cooling fans/compressor no to turn on. A bad a/c relay would cause this. The main a/c control panel can also cause this.
If your good with a voltmeter we can go further because this is an electrical issue.
