I need to charge the A/C system?

I've always worked on all my cars. so my A/C clutch went out on my car I replaced it and hooked a vacuum up to my car to make sure there wasn't any leaks. when I went to charge it my low side started charging but not my high side? I've never seen anything like it my compressor kicked on so everything was working fine. the air didn't get cold though and my high side never went up it stayed on the bottom. it didn't move my gauges are new. I plugged them into my truck and they read fine. what's going on?

I am not sure I understand. Let's start from the beginning because I am thinking the system is under charged. Here is a guide that will help with a step by step on how to charge the system:

I pulled an excerpt from it and attached it below. You are supposed to keep the high side closed when refilling.

What are the pressures now when the engine is off and when the compressor is engaged, what are the pressures?

Below screenshot of this and then a chart that shows issues based on pressures. Let me know what the pressures are and we can go from there. Thanks
