AC blows out through defroster and AC vents

The AC blows cold air but it is coming out through the defroster vent and the upper AC vents. I understand this may be a vacuum hose issue but I need a diagram to see which one it is. Or if it is another issue please let me know.

It's electric and has a yellow and a blue wire going to it. See if either is getting power for specific area. The door may be broken or actuator doesn't work. See pic
