If there is a clog in the system and it requires the replacement of the Expansion valve, does this also require the tubing to be cleaned?

Yes it does, this usually happens when the AC compressor has failed. The system needs to be flushed so as to not contaminate the new compressor. Here is a guide that walks you through the replacement with diagrams below to help you with the repair on your car:
