A/C blower not working properly

Mode actuator seems to be weak, so i go to check it. As i began feeling the actuator during mode changes (vent,floor,defrost, etc.) blower quits. Recently replaced... changed resistor, tried new motor, checked voltage... 5.6v at max fan, without motor connected. Connect fan, 0v. Disconnect fan, 0v. Stop and restart A/C system, 5.6v without motor.same procedure w motor, 0v. Am i missing something? Motor works fine when connected to 12v battery (brief check, 1 second). Can i fix it or is it time to crawl to the dealer?

Yes, the blower relay sounds like it is bad. To be sure this guide will help us test it with the relay location in the diagrams below:
