HVAC not working properly

Driver side blows hot air, passenger side blows outside air. No matter what setting the AC/heat is on.

Is the compressor running when you command A/C?

Do you have gauges to give me the high and low side readings for the A/C pressures?

I doubt it is an actuator as both sides are hot.
