ABS light comes on, then brake light comes on, but ABS light will go off and then later back on. Does not affect braking at all and passes N.J. Inspection with both lights on as long as brake test passes which it does.

First address the red "brake" warning light. The yellow light means the computer shut the anti-lock function off in response to the red light. It only knows there may be something wrong that will prevent it from operating correctly.

The red light can be on for low brake fluid level in the reservoir, the parking brake pedal is not fully released, or there is an imbalance in the two hydraulic systems, typically due to a leak. Ford has a lot of trouble with rear parking brake cables sticking. That can cause the pedal to not return fully. If the fluid level is low, do not fill it. Add just enough fresh, clean brake fluid to make the light go off. The level is low because there is a leak that must be repaired, or because the front disc brake pads are ready to be replaced. If new pads are installed with no other maintenance services, the pistons will be pushed back into the calipers, and that will push a lot of brake fluid back up to the reservoir. If it was filled previously, the fluid will overflow and make a mess.
