A/C problem on high psi side

System is charged and high pressure side only reaches 140 psi and had to get the low psi side to 70 psi to build the high side to 140 psi. At at optimal low psi at 45 psi it only gets up to 130 psi on the high pressure side. Compressor is engaged constantly. I believe it could be a bad compressor pump. Wanted professional advice before changing the compressor.

What is the temperature of your area?

In order to determine correct pressure first you must have the exact amount of Freon in the system. You cannot tell the amount of Freon in the system by pressure.

The high side should be three times ambient temperature plus 15%.
The low side should be 25-30. the reading should be steady and moving at all.
