A/C blows hot and shuts off when turning to the highest setting

when I go to turn on the A/C it only blows out hot, and then it will shut off if I try to turn it to the highest setting,not sure if its an actuator or if problem is else where. At the time it went out, I had just blown a fuse for the cigarette lighter. I replaced the fuse for that but wasn't too sure if that could have affected another fuse that maybe controls part of the HVAC or something?

Can you tell if the heater is on is it that kind of hot like the actuator is on heater? or is it blowing warm because the compressor is not running? This guide can help us get started:
