A/C compressor is not engaging I jumped the relay and it worked. So I checked the Freon and it was on the low side, but should be enough to start compressor. Went down and got a new relay but still nothing. Not sure where to check next or what would cause the compressor not to start.

If the refrigerant charge is too low the low pressure cut out will not allow the compressor to kick in, this is a protection device as the compressor can be damaged if run low on gas. Fill the system with the correct weight of refrigerant and get a leak test done. If the system is low you will have a leak to repair.
