A/C only cold when moving

The A/C compressor clutch switches on and off when stopped and when I checked the pressure when stopped, it showed it running high (60+ psi).

Is that the low side or the high side? I would like both readings if possible.

Is the cooling fan working when you are stopped? It has to be on to draw air through the condenser to cool off the Freon.
