A/C only blows on setting 1, 2, 3, 4. Not the highest setting. Heater only blows cold air as if it were still on A/C setting.

With those issues it is either a failure of the HVAC control module or the Totally Integrated Power Module (TIPM) Those control all of the system.
To test them and find out where the issue is requires a dealer level scan tool to run specific tests. TIPM failures are very common. They are not a DIY item as they need to be configured to match the vehicle they are installed in using the scan tool.

SO I am guessing it is beyond just replacing the resistor?

No resistor to replace. All of the parts are in those two units.
