A/C clutch problems after installing new one

I put a new A/C compressor and flushed it and put new Freon in it. I check the relay and all connections. When I turn off my A/C via switch in cabin the radiator fan and A/C clutch kicks on. When I turn on the A/C they both turn off.

When you installed the new compressor was the plug a direct plug in or did you need to cut and splice the wires? There are 6 relays and 6 fuses that run the system. here are two guides to help you with the testing and diagrams below to show you which relays and fuses to test with the location of the fuses and relays as well:
