A/C blows hot air only?

I've changed the A/C fuses in the fuse box, added Freon but still no cool air. I was told there was an in-line fuse for the A/C that wasn't in the fuse box. If this is correct, where is it?

There is no inline fuse, when you turn the system on does the a/c compressor engage? Please go over this guide:
