A/C blower motor will not turn on

I replaced the fan motor with one from pull and save and that did not fix it. So I got a new one from AutoZone and it still would not spin. Then I checked both the new and pull and save with an ohm meter and got 0 ohms between the two terminals. Then I checked the positive wire to the fane and got a reading of 5.6 volts with the fan switch set to high.

I attached a wiring diagram for you to view. You need 12 volts to the motor in the high position.

This could be either the blower resistor or the relay if none of the other speeds work as well.
