Hi,
If the fuses are good and have power to and from them and the relay tested good, either the power supply wire is bad or the relay itself is not getting the power and ground it needs.
I attached two pics below. If you haven't already, confirm there is power to and from the fuses. If there is, then remove the fan relay. Take a jumper wire and jump connector pin 30 and 87. That should cause the blower motor to turn on. If it doesn't, then the wire has an open.
If you look at the relay, each pin will have a number (85, 86, 87, and 30). 87 and 30 are the secondary side and the ones I need you to jump.
