Just bought this car and three days later the check engine light came on. Ran the codes it said; HO2 ps11 car running lean will not pass smog. What could it be and what can I do?

The lady said that I passed the smog in April, but it was already past the ninety days so I had to take it in to get a smog. It will not pass smog the car was rendered a gross polluter this is in July. My question is, do you believe that the car even really passed smog in April?
