My car has a problem with overheating briefly after you start it up and start driving, but after it stays “hot” for one minute it drops back down to cold and slow builds up to operating temperatures like it should. I have put in a new water pump and thermostat, so I guess I am just confused why it is doing it. I really do not want pull the top off to replace head gaskets if I do not have to.

Good evening.

It sounds like you may have air in the system. Have you opened the bleeder at the thermostat to bleed the system?

Run the engine, then shut it off. Open the bleeder and fill coolant in the radiator until a good flow of coolant comes out of the bleeder. Then close it and drive it and see if it still happens.
