Number four plug not firing

Just replaced all injectors and coils and number four not firing at all. Can unplug coil and makes no difference in running. I ordered a used ECM and now rethinking that. The one I bought has the exact same numbers on it but now I was told I may have to have it programmed. Is programming a big deal and what is cost. This car was given to us for a second car and run great until this problem started. Any suggestions?

The first thing I would do is check the compression.

You have thrown a lot of parts at it with no success and now it is time to do the proper testing to determine the issue.

Yes, it needs to be programmed to your VIN. That runs about $150.00.
